SKYWARD and PayMongo Partner to Embed Digital Payments in Philippine Government Platforms

SKYWARD Technology Solutions, Inc. and PayMongo have signed a Memorandum of Agreement (MOA) establishing PayMongo as SKYWARD’s official payment gateway partner. The agreement integrates PayMongo’s regulated digital payments infrastructure into SKYWARD’s public-sector platforms—starting with eDeliverMo, its courier management and delivery tracking system used by major government institutions.

The MOA was signed at PayMongo’s Head Office and attended by PayMongo CEO Jojo Malolos and Head of New Business Almond Young, alongside SKYWARD President and CEO Rex Latuño and EVP/CTO Jovi Salonga.

What the Partnership Delivers

Philippine government digital services have long suffered from fragmented workflows: service delivery, logistics, and payment collection run on separate systems with manual handoffs between each layer. This creates compliance gaps, slows processing, and degrades the citizen experience.

The SKYWARD-PayMongo integration eliminates that fragmentation. PayMongo’s payment rails are now embedded directly into eDeliverMo, enabling end-to-end transaction flows—from document request through delivery to payment—that are traceable, auditable, and compliant within a single platform.

Strategic Significance

This partnership represents a structural shift in Philippine GovTech. The prevailing model—where government agencies assemble digital services by stitching together separate logistics, payments, and workflow vendors—produces brittle systems that are expensive to maintain and difficult to scale. SKYWARD and PayMongo are building in the opposite direction: unified platforms where money movement is native to the operational workflow, not bolted on after the fact.

For the broader GovTech and fintech ecosystems, the agreement sets a precedent for infrastructure-level partnerships that move beyond pilot programs toward sustained, production-grade deployment. It signals that public-sector digital transformation in the Philippines is maturing from tool procurement to platform architecture.

What Comes Next

The eDeliverMo integration is the first deployment under this agreement. The partnership framework positions SKYWARD and PayMongo to extend integrated payment capabilities across additional public-sector platforms and government agencies—building toward a future where digital government services in the Philippines operate on unified, secure, and scalable infrastructure by default.
